What took so long?

Here's a news item that ran in Algierian newspapers Sunday, 10/28

France hands over details of landmines planted in Algeria

Details of the landmines that had been planted in Algeria by the French army in the 1950s were finally handed over on Saturday. Millions of landmines were laid along 1200 kilometres of Algeria’s eastern and western borders between 1956 and 1959. General Jean-Louis Georgelin, chief of France’s armed forces general staff, was in Algeria on Saturday for a four-day visit. He officially gave over the plans of the minefields to Lieutenant General Ahmed Gaid Salah. The French embassy in Algiers issued a statement saying that France wanted to “move forward in removing the obstacles inherited from the past”.
